Procure Partnerships opens £12bn developer framework tender with go-live moved to March 2027

Wirral Council is contracting authority for the 63-lot National Developer Framework, which carries a 15% social value requirement and now has a go-live date of 25 March 2027 rather than October 2026.

Procure Partnerships Framework has opened the tender for its first National Developer Framework, a four-year panel it values at an estimated £12bn, with Wirral Council as contracting authority and a go-live date of 25 March 2027.

The operator said the framework would let developers of all sizes bid for a pre-qualified panel to deliver public sector regeneration and development across England. The procurement is being run under the Open Procedure of the Procurement Act 2023.

The tender notice went out on 29 October 2026 and the deadline for bids is 12pm on Friday 8 January. Procure Partnerships said successful Development Partners would be told in March 2027.

Faye Dolan, Framework Director at Procure Partnerships Framework, said the operator had listened to the market and "deliberately built a structure that gives regional developers a genuine route into public sector work on their own doorstep, competing on local knowledge rather than size alone."

The timetable

The go-live date is later than first indicated. When Procure Partnerships launched market engagement in April 2026, it said the framework was set to go live in October 2026 and that the formal tender notice was expected in summer 2026.

That engagement began with a Prior Information Notice in April and an online session held at 12 noon on 12 May 2026. Developers had to register by 3pm on 29 April 2026 to take part. The operator said feedback from developers directly informed the final structure.

The call-off routes have also been reworded since the spring. The April 2026 announcement, and the pipeline notice on Find a Tender, described appointment through Direct Award and/or Mini Competition. The October announcement and the tender notice now describe Direct Award, Express Competition or Further Competition, which Procure Partnerships said clients could choose depending on the scale and complexity of their scheme.

The lots

The framework is split across nine English regions, matching the regional structure of the operator's existing offer. In total 63 lots will be awarded regionally, with up to eight Development Partners on each.

The Find a Tender notice breaks the 63 lots into 36 Development Agreement lots (Lots 1 to 36) and 27 Joint Venture/SPV lots (Lots 37 to 63).

Lot type Lots
Development Agreement 36
Joint Venture/SPV 27

Development Agreement lots cover arrangements where the public sector retains ownership, including forward funding, land and build, and turnkey delivery. They are split into four value bands per region: £0 to £30m, £30m to £50m, £50m to £100m and £100m plus.

Joint Venture and special purpose vehicle (SPV) lots cover longer-term partnerships in which the public body and developer form a separate legal entity. Procure Partnerships gave 50/50 joint ventures, regeneration vehicles for multi-year town centre schemes, and income strip or leaseback arrangements as typical structures. These lots run across three value bands per region: £0 to £50m, £50m to £100m and £100m plus.

Pre-development and feasibility work sits within both lot types rather than as a standalone lot. The operator said this covers commercial viability, technical due diligence, business case and planning support, and grant application and funding support.

Social value and users

Every appointed Development Partner must deliver a minimum 15% social value add on each project, calculated against the scheme's gross development value.

Dolan said: "Social value is non-negotiable for us, and the developers we appoint will be partners who share our commitment to leaving a lasting, positive legacy in the communities they work in."

Eligible users include local authorities, combined authorities, NHS trusts and wider NHS organisations, universities and further education institutions, housing associations and any other public body with land or regeneration objectives.

Wirral Council is an existing user of the operator's frameworks. Its Economy Regeneration & Housing Committee authorised a mini tender through the Procure Partnerships Framework in January 2023 for works in Birkenhead.

Procure Partnerships said it supports more than 270 public sector clients and procures over £1bn of projects a year. The new framework will run alongside its national contractor and professional services frameworks.
