Pagabo names 52 suppliers to £26bn developer-led framework with new consultancy and legal lots
Second-generation National Framework for Developer-Led Schemes goes live under YPO as contracting authority, adding development consultants and legal providers to a seven-lot structure for the first time.
Pagabo has appointed 52 suppliers to the second generation of its National Framework for Developer-Led Schemes, a four-year agreement valued at up to £26bn that for the first time includes lots for development consultants and legal providers.
The framework manager said on 19 October 2026 that the appointed names across the seven lots include Avison Young, Savills, Morgan Sindall Consortium, Capital & Centric and Cityheart. The framework is live and free for any public sector organisation to use.
Jonathan Parker, development director at Pagabo, said the first version of the framework had been "Delivering projects worth £10.7bn in gross development value and more than 36,000 new homes, while overcoming prominent challenges such as viability and risk".
He added: "We're now offering a full turnkey solution that the public sector has been crying out for."
The lot structure
The addition of consultancy and legal advice is the main structural change for professional services firms. According to Pagabo's announcement opening bidding in May 2026, the lots are:
| Lot | Scope | Value band |
|---|---|---|
| 1 | Development consultants | £0 and above |
| 2 | Development legal providers | £0 and above |
| 3 | Special purpose vehicle schemes | up to £100m |
| 4 | Special purpose vehicle schemes | £100m and above |
| 5 | Development agreement schemes | up to £50m |
| 6 | Development agreement schemes | £50m and above |
| 7 | Development management services | £0 and above |
Pagabo said lots 3 to 6 each include eight development types, and that each lot is further split into eight geographic areas. The framework covers the North, Midlands, South West and South East of England, London, Scotland, Wales and Northern Ireland.
Pagabo said the framework includes small and medium-sized enterprises in every lot alongside larger businesses. Bids closed at 12pm on 3 July 2026.
The company said the inclusion of consultants and legal providers is intended to give clients a turnkey procurement route with ongoing support, compliance, reduced risk and cost savings. Appointed suppliers also get access to Pagabo Group's ImpactOS social value platform and its Sypro contract management platform.
Change of contracting authority
The new framework has been let in compliance with the Procurement Act 2023 and the Procurement Regulations 2024, with YPO acting as the centralised procurement authority and Pagabo as framework manager responsible for design, delivery and ongoing management.
That follows a 10-year strategic delivery partnership between the two organisations, announced on 21 April 2026, under which YPO is the contracting authority for a series of new Pagabo frameworks. Pagabo describes YPO as one of the UK's largest public sector buying organisations.
The first-generation framework, announced on 15 December 2020, was hosted by Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust. It was launched as a £47bn, five-and-a-half-year agreement, running for four years with an option to extend by 16 months, with nine lots covering three contract structures and 30 appointed development companies.
Delivery figures
Pagabo's own reported figures for what the first framework delivered have changed over the course of 2026. In March, the company said it had enabled £7.5bn in gross development value (GDV), including more than 17,000 homes, and estimated that £10bn of GDV would be enabled by the end of the term. When bidding opened in May, Pagabo put the total value of delivered projects at £7.8bn. In the 19 October announcement, Parker cited £10.7bn of GDV and more than 36,000 homes.
The second-generation framework's headline estimate of up to £26bn is below the £47bn value attached to the original framework at its launch, despite the addition of the consultancy and legal lots.
Pagabo said the full list of appointed suppliers is available in the user guide on its Developer-Led Framework page. The framework runs for four years from its October 2026 launch.
