Pagabo has appointed 111 suppliers across 13 lots to its £4.29bn National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, which the procurement specialist said was its largest infrastructure offering so far.

Balfour Beatty, Costain, GRAHAM, Kier, M Group, Rhodar and VolkerFitzpatrick are among the contractors named in the 1 October announcement.

The framework runs for four years and is open to central and local government, the NHS, blue light services, housing and education bodies. Pagabo said it complies with the Procurement Act 2023 and the Procurement Regulations 2024.

David Llewellyn, construction and infrastructure director at Pagabo, said: "From civil engineering, infrastructure, enabling works and beyond, the scope is extensive and is evidenced by the interest we've had since the invitation to tender earlier this year."

The scope

The new agreement merges the scopes of two earlier Pagabo frameworks: the National Framework for Civils and Infrastructure and the National Framework for Demolition and Land Preparation.

According to the framework page, it covers highways, rail, water, maritime, energy, aviation, nuclear, defence, demolition, land remediation and full enabling works projects.

When Pagabo issued the tender in May 2026, it set out nine civils and infrastructure lots, covering collaborative partners, highways, rail, water and environmental, maritime, energy, aviation, defence and nuclear, and rail systems. A further four enabling works lots cover collaborative partners, demolition, remediation and groundworks, and full enabling works.

Lots 2 to 9 and 11 to 13 are divided into value bands from £0 to more than £5m, with geographical sub-lots for England, Wales, Scotland and Northern Ireland. The tender deadline was 12 June.

Pagabo's May announcement put the framework's estimated total value at up to £4.15bn. The award announcement gives a figure of £4.29bn.

Clients can call off work through DirectAppoint, FastTrack or Further Competition routes, the framework page says, and Pagabo has published a downloadable guide listing suppliers by lot and region.

Step up from the 2022 framework

The predecessor civils framework, awarded in May 2022, was valued at £1.56bn and appointed 48 core and reserve suppliers across four lots. It ran for four years to May 2026, with Queen Elizabeth Facilities Ltd acting as contracting authority for the first time.

The YPO partnership

The new framework is one of a series Pagabo is bringing to market with YPO in 2026 after the two organisations formed a 10-year strategic delivery partnership. YPO is the centralised procurement authority, while Pagabo is framework manager responsible for design, delivery and ongoing management.

In March, Pagabo said it would bring three framework agreements to market during the year. The National Framework for Major Works 2026 tender was due to open on 27 April, with the civil engineering tender expected to open on 4 May for six weeks.

Michelle Walker, head of procurement services at YPO, said when the partnership was announced: "With Pagabo, we've established a market-leading delivery partnership to ensure procurement is a catalyst for real-world outcomes."

Digital platforms

Appointed suppliers will use Pagabo+, the company's central platform, to manage new opportunities, call-off activity, performance monitoring, reporting and compliance assurance.

They will also have access to Sypro, Pagabo Group's contract management platform. The May tender announcement said contractors could also use Loop, the group's social value platform.

Llewellyn said the 111 suppliers had the chance to grow their work pipelines across projects ranging from new roads and rail routes to energy supply transformation and brownfield regeneration.

The supplier guide, listing contractors by lot and region, is available from the framework page.
