The Southern Construction Framework (SCF) is a joint venture between Devon County Council and Hampshire County Council that runs construction, residential and consultancy frameworks for public sector organisations across London, the South East and the South West. Since 2006 its framework managers have supported clients using a two-stage open book procurement process, delivering around 500 million pounds of building work a year and more than 9 billion pounds in total.
